It looks like you are running on a window server.
I used mail function from PHP to send email. Make sure your server is setup to send email. sendmail is normally what php uses for email.

nothing was change to the email to users. changes are noticed in the readme file.

if your email doesn't work, then the email to ALL after the number are assigned (NEW) won't work either.
